Studies the factors that influence the performance of social landlords in the local authority and housing association sectors, the relative effectiveness of both sectors in delivering social housing services and why some landlords within each sector deliver better services than others. Discusses some of the broad issues involved in performance measurement in social housing and reviews previous work in the field. Presents and interprets the results of a limited empirical study attempting to explain the differences in measured performance of social landlords in England. Concludes by reflecting on the implications of performance and the current approaches to social landlord performance measurement. Tables covering comparative data from the empirical study.
