Addresses the challenges for land use planning and developers engaged in submitting planning applications for major new housing developments in England. Deals with the issues surrounding the appeal process on planning applications and the consistent application of government advice on housing, with an emphasis on the role of the Planning Inspectorate and the SoS. Also provides a preliminary evaluation of the implementation of PPG3 issued in March 2000. Concludes that the government has set in place a culture change, by using a non-statutory advice note together with statutory instruments in conjunction with the First Minister's right to call-in specified applications and recover appeals. Lists further refinements presently being devised.
