Summarises the report by the Environmental Services Association (ESA) on what a 21st century planning system should deliver for the waste management industry. ESA estimates that 2 000 new facilities are needed over the next decade, if the UK is to meet the landfill directive (Directive 99/31/EC) with more sites if the UK is to improve its recycling performance. According to ESA, the planning system will need to facilitate decisions on new sites as it can take a waste management facility several years to become operational.
