The Vergaberechtsänderungsgesetz (German Act to revise the legal basis for the award of public procurement contracts) which came into force on 1 January 1999, applies to all European-procurement starting from threshold contracts amounts of Ł5m for construction contracts and Ł200 000 for contracts for supply of goods or services. Examines the market context since 1999 for European public procurement, reviews post-1999 legal developments pertaining to the German procurement system, evaluates how the Act has been accepted in practice, assesses how the Vermittlungsausschuss des Europäischen Parlaments (European Parliament's legislative package) and the Masterplan Burökratieabbau (Masterplan for the reduction of bureaucracy) will affect the future development of German procurement law.
