Examines the New Key Projects, the railway station transformation programme at the heart of the Netherlands sustainable transport strategy, a programme gaining its impetus from the expected arrival of the European high-speed train network in 2007. All of the projects aim to create new central business areas around stations with the largest Amsterdam Zuidas forming the lynchpin of an entirely new quarter combining business, residential and leisure areas. Paying for long-term projects of this scale is well beyond government investment alone and experiments with PFI funding will be necessary. A voluntary process similar to planning gain will be used to get developers to contribute part of the increase in land values arising from the station developments. Amsterdam Zuidas has required the creation of a new business enterprise between the city council, bankers and developers with the government sharing the risk.
