Quantity surveying firm Franklin and Andrews' cost research unit has produced its annual study of whole-life costs in Europe, to aid the decision of where to locate. The most cost efficient location for construction may not be the most cost effective once the cost of ownership over the plant's lifetime has been taken into account. Areas discussed are: construction costs; ownership costs; labour costs and productivity; time and usage factors; and whole-life cost comparisons. Tables.
