In recent years the waste planning system has been cited as the major obstacle to waste management development. Argues for an evidential-based approach to waste planning in order to facilitate planning permission for waste and resource management facilities. Dedicated planning guidance such as PPG10 helps but the advent of the landfill directive (Directive 99/31/EC), biodegradable municipal waste diversion targets and other EU directives require the planning system to be fine tuned.
