Examines the causes of the five-year delay to the new European Commission's headquarters in Brussels. Notes that it is perhaps easy to blame the Commission itself for the delay but this is not the case as the responsibility for the refurbishment lies with the owner which is the Belgian government. One of the reasons for the delay was the discovery of asbestos in the building; its removal cost three times as much as the original estimate.
