Gives the main conclusions from the Fraser enquiry into the new Scottish Parliament building which was10 times over budget and several years late. Explains how the lessons from this episode may be applied to other projects. The main criticisms include that the actual requirements of the building were underestimated and there was a problem with the method of procurement. With the procurement route taken, much of the risk was with the client but they did not seem to have the necessary control over the project that would enable them to effectively manage that risk.
