Discusses the problems and the implementation of the proposed Regulatory Reform (Fire Safety) Order in England and Wales. The main ideas of the proposals are to simplify the law by incorporating existing provisions in the regime. Notes that weaknesses within the proposed Order have already been mentioned by the House of Lords Delegated Powers and Regulatory Reform Committe and the House of Commons Regulatory Reform Committee. Concentrates on two of the main problem areas: that of implementation of the Order and its emforcement. One of the criticisms is that the Order is cast in over general terms and lacks the mechanisms in its provisions to be put into practice.
