The housing field is likely to be dominated by the fleshing out of the home-buying reforms contained in the Housing Act 2004 and by continuing moves to improve housing supply with further activity consisting of major revisions to PPG3, a stream of consultations on new planning guidance, reform of the planning obligations' system and work on the planning gain supplement, a new type of development land tax. The commercial property field will concentrate on REITs and possible legislation to outlaw upward-only rent review clauses in commercial leases.
