Summarises the impending changes to the Town and Country Planning (Use Classes) Order 1987, which increase local authority power over the high street in particular. The current changes proposed in November 2003 are expected to take effect in March/April 2005. Describes the imminent changes with regard to use classes A1, A3 and D2. A revised advisory circular will be produced in conjunction with the statutory instruments to set out the new procedure and provide guidance on the interpretation of the changes.
