Reports on the current state of planning policy relating to mobile phone masts. Government is being pressed to tighten up the regulation of mast siting including the withdrawal of permitted development rights for masts under 15m high. The code of best practice on the siting of base stations produced jointly by government and mobile phone operators is neither sufficiently clear nor consistently used and is to be reviewed by the ODPM in spring 2005. The ODPM contends that bringing telecommunications developments under full planning control is unrealistic because many local authorities are too slow in determining applications.
