[2005] EWHC 16 (Admin), 13 January 2005. Considered the application of a traffic order under the Road Traffic Regulation Act 1984 s9 to regulate the access of traffic to two squares used as rat-runs. M sought a judicial review on the grounds that, "inter alia", the local authority had failed to provide adequate consultation and had applied the consultation procedure in an unfair manner. "Held": the claim was allowed.
