Looks at the primacy of the development plan in the process of development of land. The plan's status is set out in the Town and Country Planning Act 1990 s54 (A), now updated by s38 (6) of the Planning and Compulsory Act 2004. Planning decisions must accord with plans unless material considerations militate against it and planning decisions may be invalid if based on irrelevant considerations. Considers what constitutes material considerations, examines "PPG 3: Housing" and its sequential test to ensure that the location of new residential development meets housing requirements in the most sustainable way, "RPG 9: Regional housing policy" and some of the Barker review's development recommendations and insights including the need to set a new market affordability target.
