Discusses the issues of rent arrears and mandatory grounds for possession in the light of "North British Housing Association Ltd v Matthews and related appeals; London and Quadrant Housing Ltd v Morgan" ([2004] EWCA Civ 1736, Abs68751), which concerned the plight of tenants reliant on housing benefits to discharge their rent. Examines the background to the case, the decision, the conflict of powers to adjourn rent arrears possession claims, the conditions needed to grant an adjournment, when an adjournment is not permitted, exceptional circumstances and the agreement of an understanding landlord. Assesses the effect of this decision and whether a restriction of human rights was engaged.
