Reports on a study by EMAP Glenigan, which shows the number of flats in the pipeline finally outpacing applications for new houses and indicates that the industry is gearing up for a major step-change in starts. Planning applications submitted in 2004 surged 38% compared to 2003. Submissions for standard and luxury homes were both up on 2003 and flats comprised 34.2% of planning applications for homes compared to 30% in 2003.
