Explains how the expansion of the Leasehold Valuation Tribunal (LVT) jurisdiction under the Commonhold and Leasehold Reform Act 2002 reforms will assist in resolving service charge disputes in favour of leaseholders. Before the Housing Act 1996,service charge and related disputes came under the jurisdiction of the county court. The 1996 Act was the catalyst towards the transference of jurisdiction to the LVT. Reforms in the 2002 Act were needed to ensure the full impact of this change. Describes :the remit of the LVT; changes to the LVT; the nature of LVT decisions; and the new challenges facing LVTs. Provides a case in point relating how a LVT determined costs to leaseholders following a local authority's (unnecessary) replacement of windows to its properties as an improvement.
