Examines the CDM regulations in the context of new controls which propose to improve the management of risk by integrating the roles of client, designer and contractor and clarifying each team's health and safety responsibilities. Notes that the CDM regulations were introduced 10 years ago to ensure that those involved in the design of buildings were competent and understood their duties to protect the health and safety of the people who would construct them.
