Leicester`s City Council and County Council decided to investigate the effects of the proposal on disadvantaged groups, such as the non-mobile, looking at the relationship between them, the city centre and existing retail warehouses . The conclusion reached was that the development at junction 21 would be contrary to the objectives of government policy for inner cities .
