Examines the plans for construction of 200 city academies by 2010, to be built in partnership between the Department for Education and Skills and the private sector. The private sponsors will contribute 10% of the costs and will be responsible for managing the school. The consultants involved in the academies are confident that these will be a success but there have been criticisms in certain areas such as from the National Union of Teachers that the costs are two-thirds higher than in a traditional school.
