The first of three articles explaining the effect of the Freedom of Information Act 2000 (FOI) addresses the scope of the Environmental Information Regulations 2004 (EIR), their relationship with the Aarhus Convention, Directive 2003/4/EC on public access to environmental information and the FOI. Outlines the Aarhus convention and discusses its implementation. Asserts that it would be a mistake to assume that Directive 2003/4/EC was simply an Aarhus product. Considers the relationship between the EIR and the FOI.
