Questions whether Home Information Packs (HIPs) which have to be made available for buyers from early 2007, will be a cost, danger or opportunity to developers. Looks in detail at sales off-plan and part exchange under the HIP regime. HIPs will be required for newly built homes, even for those sold off-plan and part exchange buyers may well have to provide a HIP at the moment their existing homes are offered in part exchange. Developers need to think about these issues now.
