Discusses what can be done to encourage contractors to use government procurement programme, as costs and lengthy process involved in PFI bidding discourages them. Representatives of the Major Contractors' Group suggest more standardisation and less detailed design at start of bidding process, which leads to vastly expensive and largely wasted outlay. Often two complete schemes are drawn up for final submission, only for one to be completely discarded. Business Services Association also suggests crackdown on consultant's fees, which increase cost of process.
