Home Information Packs (HIPs) which the UK government is introducing to reform the home buying and selling process, will become mandatory from 1 June 2007. HIPs will significantly reduce the number of failed sale transactions. A HIP is expected to cost around £600+VAT for the average home. Most of the transaction costs are currently paid by the buyer
