Reports on the stuttering progress being made towards implementing the EU directive on energy performance in the UK before the January 2006 deadline. The ODPM has still to take decisions on methods to assess energy efficiency, certification requirements and on how to train inspectors. The UK is certain to become in breach of the directive and the full provisions relating to commercial properties may not be in force until 2009. Lists the key points of the directive, tables the unfinalised issues in the domestic and non-domestic sectors, and expected levels of certification.
