Argues that despite a number of incentives, the construction industry still considers the redevelopment of contaminated or brownfield land as a high-risk, low-profit operation. Recent complex legislation, such as the restrictions on the disposal of hazardous waste under the landfill directive (Directive 99/31/EC), have added to the difficulties, especially as the scope of some of the new rules are uncertain and yet to be tested in the courts. A separate article outlines a three phase plan for the remediation of contaminated land.
