Reports on the slow progress being made in introducing the energy performance of buildings directive (Directive 2002/91/EC). Looks at the history and objectives of the Directive, examines those articles of the directive which are of importance to surveyors, and outlines the problems which prevented implementation by the due date of 4 January 2006, in particular the lack of an agreed training regime, and of a methodology for producing energy certificates for all properties.
