The recent Planning Gain Supplement consultation (L132415) and the appointment of Kate Barker to review the land planning system (L132361) underline this. Re-examines Town and Country Planning Act 1990 s106 planning agreements in this context, considers the potential pitfalls of the s106 process and the need not to underestimate the complexity of planning obligations. Although the introduction of a PGS may simplify the process, concludes that s106 agreements will still be required.
