Examines the underlying principles of the Housing Health and Safety Rating System (HHSRS) regulations which come into force on 6 April 2006. The philosophy behind HHSRS is that residential premises should provide a safe and healthy environment for occupiers and visitors, and that the design, construction and maintenance of such premises should be free from unnecessary and avoidable hazards. Considers the inspection regime, hazard assessment and scoring, and the four classes of harm most likely to be encountered by an occupier.
