Discusses the DTI proposal to scrap the notice provisions of the Housing Grants, Construction and Regeneration Act 1996 s110 (L132162), and replace it with monthly negotiations leading to a certificate, with referral to an adjudicator if payee and payer cannot agree. Argues that this will simplify matters for adjudicators, and should correct abuse of the adjudication procedure and eliminate high costs.
