The Office of the Deputy Prime Minister's has proposed a new improved Planning Delivery Agreement System (PDA) in response to criticism that the current reforms have not provided a more streamlined planning process, particularly for large projects. The new PDA will be a combination of the local authority's general large application charter; a large application protocol specific to the scheme, setting out the tasks required; and a project plan and programme of work setting out detailed actions required by the parties with deadlines. This article examines the pros and cons of the system and to what extend is it a remedy to current problems.
