Reports on latest DTI proposals for amending the Housing Grants, Construction and Regeneration Act 1996. The idea of clarifying the independence of the adjudicator and giving them the right to decide in certain circumstances whether they have jurisdiction have been rejected, as has the statutory outlawing of cross-contract set-offs. The government is still considering banning pay when certified clauses, but has rejected making pay when paid clauses unlawful.
