Reports on the recent Royal Borough of Kensington and Chelsea proposal to adopt a planning policy that restricts the occupancy of all new housing in the borough to existing residents or those with a local connection. Points to other local authorities adopting or considering adopting a similar approach, namely national park authorities attempting to limit the detrimental effect of the use of properties as second or holiday homes in their localities. Kensington and Chelsea maintains that its proposal will help to retain or even enhance a sense of local community.
