Salford is the first council in the UK to provide a full development control planning service through the private sector, a model which the Audit Commission in its recent report (L132665) proposes should become the norm. Looks at how the contract for Urban Vision works and its handling of work from other councils. Concludes that despite the concerns of the property industry and other councils, the Salford model is attractive to a government that is under pressure to make the planning system more efficient.
