Looks at current practice in the preparation of Statements of Community Involvement (SCIs) in northwest England and finds that the government commitment to community involvement in plan formulation is failing to deliver the mechanism needed for effective implementation. Covers the policy framework for community involvement, the criteria for assessment, the 21 draft SCIs assessed in the region, local authority consultation and the findings from the assessment. Concludes that there is still some way to go to ensure that real opportunities for community involvement are created and that the production of coherent and meaningful SCIs is undermined by a lack of resources and a skills deficiency within the planning service.
