The Housing Health and Safety Rating System (HHSRS) is the new risk assessment procedure for residential properties introduced under powers in the Housing Act 2004. HHSRS replaces the Housing Fitness Regime from 6 April 2006 in England (Wales later in 2006). It also replaces the Fitness Standard as an element of the Decent Homes Standard.
