Provides a chapter-by-chapter response to the consultation paper (L132415) with recommendations. RICS continues to maintain that the proposed scheme will do little to help in easing the supply of land for housing as it based on a misunderstanding of how land being brought forward for development, is valued , how planning gains arise and how the property market operates. Recommends a tariff-based system as a more workable and effective system.
