Whilst high-quality design has been identified as a key factor in improving the environment, the design quality of many new public sector buildings has been extremely poor. Much of the blame for this can be attributed to lengthy and complex design competitions, too many of which go ahead before the commissioning body really knows what it wants. Outlines the steps that can be taken to avoid or minimise these problems.
