Evaluates the impact of social discount rates (also known as social time preference rates) on the economic significance of carbon dioxide reduction in the benefit-cost analysis of recent amendments of Building Regulations Part L. The benefits are estimated using an integrated-assessment economic model called DICE. Finds that the value of social discount rate is a crucial factor in deciding the economic viability of recent and future amendments to Building Regulations Part L. Graph, tables and references.
