The Commission had received a complaint about the UK practice of issuing Lawful Development Certificates (LDCs) to confirm that particular uses of land are lawful for planning control purposes. "Held": the Commission's action was dismissed as inadmissible as it presented only one aspect of a legal mechanism composed of two inseparable parts.
