A new report to the European Parliament calls for every conurbation with more than 100 000 inhabitants to produce sustainable plans for urban management and transport, with legally binding deadlines and targets. The urban management plans would include a target for green areas per capita in new development, and practical measures to produce waste management, air pollution, and local environmental plans. The report also calls for EU funding to help make buildings more energy efficient and to develop transport infrastructure.
