Argues for a long-term plan for the construction of a new airport off the north Kent coast to replace Heathrow, which would be relegated to a secondary role for domestic flights or even closed altogether. Major problems at Heathrow include limited runway capacity, lack of room for expansion, and its contribution to noise pollution and traffic congestion. The advantages of a new airport would include the ability to build in spare capacity from the outset, efficient lay-out design, and dedicated road and rail links. It would also make a substantial contribution to the economic regeneration of the Thames Gateway in accordance with current planning policies. The authors advocate the eventual development of a new town on the Heathrow site.
