Examines the problems caused to building control surveyors by the introduction of Part L of the Building Regulations. The speed of introduction, together with lack of guidance documentation and the usual lead-in period, took many surveyors by surprise, and caused uncertainty for developers and contractors. It is anticipated that small builders will be particularly hard hit, as new applications must show the carbon dioxide output of a building, which can only be calculated by someone authorised to use the approved software. This is expected to add substantially to the costs of small projects.
