Argues for the creation of a new form of public-private regeneration partnership to address the issues currently inhibiting private sector interest and investment in regeneration. This body could ensure genuine, long-term alignment of public and private sector interests, allowing the public sector to share directly in any financial gain, whilst offering private investors a range of risks and returns in different property sectors.
