Considers whether the SoS was entitled to authorise Covent Garden Market Authority to grant leases allowing the face-to-face sale of meat and fish at New Covent Garden market. The corporation owns Smithfield meat market and Billingsgate fish market. Common law protects these markets from competition from any rival market within seven miles. It challenged the SoS's right to authorise meat and fish trading at New Covent Garden market. "Held": the trading at New Covent Garden market was not extensive enough to constitute a rival market, therefore the SoS was entitled to consent to this trading.
