Compares the energy efficiency grants and tax and financial incentives offered to owners of existing properties by the UK and other countries. The UK has fallen behind other EU countries, particularly Germany, both in the implementation of the energy performance of buildings directive (Directive 2002/91/EC), and in the use of tax breaks to encourage homeowners to install better insulation systems. Points out, however, that both Canada and the United States have a wider range of tax incentives available than any EU country.
