Work on ways to improve access to the English coast, an early priority for Labour's third term according to the government 2005 rural manifesto, has been delayed. In the light of Natural England assuming responsibility from the Countryside Agency in this area in October 2006, the Natural England Board has been asked to come forward with recommendations on coastal access before the end of December 2006 with a view to a public consultation in early 2007.
