This paper analyses the findings of research carried out by the University of Reading into whether statutory development plans can provide an adequate framework for development control and whether development control has regard to development plans. The research was also extended to include the relationship between development plans and appeals under Town and Country Planning Act 1971 s36 against a refusal of planning permission . References.
