Examines the findings of a report from the Audit Commission which suggests that some councils do not gain as much community benefit from s106 agreements as they could do. To support the research, the Commission have produced guidance on value for money, improving planning obligation systems and a corporate awareness checklist. (See also L134535 and L134532).
